To Whom It May Concern:

I am writing to let you know that I am deeply concerned about the dangers of ICE expanding their infrastructure into Orange County, particularly recent attempts to convert a Town of Newburgh warehouse into an ICE detention center.

I urge Orange County and its cities, towns, and villages to each pass laws that:

- Prohibit modifying local infrastructure capacity (including roadways, sewage systems, or water distribution systems) for the construction, development, or operation of an immigration detention facility;
- Implement required public disclosures before considering issuing a permit for an immigrant detention facility on private property, such as the ratio of medical staff to prisoners and the track record of any service providers who will be contracted for the facility. This would be in addition to the new requirements of a 180-day public comment period and two public hearings now required by New York law.

By enacting a denial of services, Orange County and its towns and cities can refuse to accommodate ICE as they seek more places to lock up our neighbors. Without modifications to roads, permits to add large amounts of wastewater to what had been merchandise warehouses, and additional supply of potable water, ICE's expansion can be blocked or delayed.

ICE is counting on spending our tax dollars to build out this infrastructure, and it is up to us to deny them that opportunity.
